The castle access guide describes the approach via Korakuen and the ropeway, followed by a short walk from the upper station. The castle and ropeway are separate attractions with their own opening arrangements.
Check the ropeway’s current operating notices. The final descent can be later than the locker deadline, so do not use it as your bag-collection target. The Yu-Yu operator notice also supersedes older advice to use that sightseeing loop.
